Use the "B" bulb setting and hold the shutter open for one minute. You can shoot at night on an overpass of an interesting stretch of an Interstate.
OR
You can stack some ND filters on your camera's lens, stop down and shoot just around sunset at the entrance of a mall or other place where people are walking around.

I don't know why anyone would want to thumbs down Fhotoace if they can't be bothered writing an answer themselves... I think it's a perfectly good answer and it's a habit I find irritating.

I would just add that if you used Dave's advice at dusk, juuuust after sunset, when that sky goes deepest blue, you are likely to get some really strong and atmospheric images - try it!
