It depends on what you mean by 'up close'. If you mean real up close, then you should use the macro setting and tripod. And make sure the camera can lock in the focus. You may need to use manual focus in some cases.
And you need to make sure you have plenty of light.
In low light (especially without flash) your camera will struggle to capture blur free images.

The last 3MP camera released by Canon was in 2005, so your camera could easily be older than 3 years old.
You may just need to buy a better camera...maybe one with IS (image stabilizer).

If the camera has IS, that might help. If not, taking macro shots is best done using a tripod.

Look for a macro setting on your camera too. It's usually indicated by a little flower icon. But you still might need to physically stabilize the camera by using a tripod or setting it on something. Also, cameras have a minimum focal distance. If you try to take a picture closer than that, it will come out blurry.
