I believe animals are "programmed" to be what they are and have limited capacity to make judgements.

I do believe that anime creators have morals, and that their morals are reflected/portrayed by the stories they create.

Unless you are trying to ask whether all stories attempt to convey a moral. As for that - I believe that one can assign morals to any story. In school, teachers often assign students to analyze poetry or other forms of writing to "determine the moral of the story". The morals drawn may have nothing to do with the original author's intent. Instead, what one does is attempt to draw parallels between what they perceive (or are told by the teacher to perceive) and some moral structure being taught.
