Photoshop is the best overall, but is VERY complex and VERY expensive program- it's not easy or a good choice for beginners.

GIMP is the best completely free program, but also has a steep learning curve.

Paint Shop Pro is an inexpensive but powerful program that has about 90% of Photoshop's features.

Photoshop Elements is Adobe's simpler, easier version of Photoshop with about 90% of the functionality. It's a great choice for beginners, because if you later move up to full-blown Photoshop, the stuff you've learned still applies.

Photoshop

adobe photoshop CS3
you can download a trial for 30 days on there website

The first two answers are 100% correct, that is, if you have $600 laying around. I have Photoshop and love it, BUT it is way beyond most peoples price range, unless you steal it.

Go too:
http://www.gimp.org

download the software and LEARN TO USE IT. If you want easy, then go with the bundled software that comes with your camera. If you want to be able to control the final result a lot more then the weak bundled software, go with Gimp, which is free, or Photoshop which, obviously, is not.

.

I bought Photshop and never use it. It is way too comlicated for me to work with just my snapshots.
I have 'Windows Picture It'.
I think it's free with photos on CD at Wal-Mart. It does all the stuff I need to do to fix my photos. And it couldn't be simpler. It lets you auto-fix redeye, auto-adjust tint, crop, etc. You can add borders and text also. It's fast and easy.
If I want to work with fixing flaws such as a hair strand across a face, then I just use my 'paint' program that came with my computer.

Photoshop

all the other are just cheap versions of photoshop

i love picasa2 also. I moved up to Photoshop Elements, and it has everything most people need.
