Question:I think the handiest materials would be milk and juice cartons, along with some empty toilet tissue and paper towel rolls.

The sizes of these objects would be of a compatible scale from which to construct the engine and various types of cars.

Other pieces of styrofoam and styrofoam objects can be easy worked and cut to suitible shapes, including the wheels.

construction paper, and a lot of patience

make a little template for yourself that can be folded into a box. Make lots of them, and use some good thick cardboard for wheels. string to tie it all together, and paint.

Try this:
Make it out of cardboard tubes and boxes.
A packing and shipping store or post office
should have most of your supplies.
Use the boxes for the cars and shipping tubes
for wheels, engine etc.
Use metal envelope fasteners or tape to
attach the parts. Clever use of a utility or
ex-acto knife and you can cut out windows.
Load it up with origami sculptures made from
blue-lined notebook paper.
