Elements 6 or paint shop pro x2 - which is best for Creatively changing faces ?

Youll have to really experiment with ANY package to get the results you visualize in your minds eye. Generally speaking - PSPX2 is very creatively flexible, whereas Elements 6 is a lot "lighter" on features. I use E5 for basic cropping of my paintings and processing of photos and paintings.

However, for real creative work, where I couldnt afford the full Photoshop CS3, I would definitely go with PSPX2.

I use Corels Painter X which is a goreat piece of software. I generally think Corel are a littleunderrated.
