Marshall Photo Oils are very well regarded.

I like them myself...deep colors and they apply well.

If you have a desaturated image file that is monochrome then you can manually "paint" colors into the eyes using Elements or GIMP.org.

Either color them yourself, have a professional color them, or there is no way.

To give them the original color, you would have had to take two photos of exactly the same thing, one black and white, and one color, and then cut and paste the eyes of the colored one over the eyes of the black and white one.

I'm not an expert on photo editing, someone else may know more.

do photo shop,on the computer,it has all sorts of cool effect you can do with pictures.Just dont do adobe or some other crap where you distort the pictures,then everyone looks like they got down syndrome or some ****!

Technically, you can't. At least not easily, with a natural look. Do you want to make a print in this way, or are you talking about a digital image? Either way, sure it's possible, but why? That technique is so passe, IMO.
