Take old clothes and stuff them with hay... Sew the pieces together, or attach them some how. you can make the face from like old fabric sewed together, then draw on facial expressions.

Take some scrap wood and build a framework that is proportionate to a person. The best would include elbows and knees. Then "dress" the frame with old clothes and stuff with straw or rags. Head can be a ball or styrofoam covered in fabric with face painted on. Go nuts! Make it a specific person...in a suit, or a prom dress, or a hippie would be cool. Good luck.

Scarecrows don't do much. Birds...especially crows...are smart enough too know the dif. between dummies and real people. Corvids *crows, magpies, jackdaws, ravens* are very intelligent and actually teach from memory what is "cool" and what is "Not Cool".
If you are trying to keep birds out of your garden, go to the garden center and buy one or two of those plastic owls that can be put on a post. If you can mount it in such a way that it moves or swivels gently in wind, all the better.
If you have Rabbits getting into your stuff, you may have to entrench a chicken wire fense around the perimeter. Entrenching means to dig a ditch *about two feet deep* and set the wire in it, then recover. Rabbits will attempt to dig under the fense and hit the wire.
Investing in a Crossman .766 pellet rifle never hurts. Do not feel bad about sniping the rabbits. For every one you nail, there are three more waiting to take it's place. I reccomend placing your shots behind the ear or the middle of the skull for a front or rear shot.
If you have Crows getting into your stuff...I can't believe I am going to tell you this secret....
Snipe one or two of them and then hang them up by their feet on a gibbet in the middle of your garden. Like I said, crows are not stupid...they see a few of thier own hanging dead in your garden, you'll not see any more coming to visit. If you are squeamish and decide to try a Fake Crow...Go ahead. See how long THAT lasts.
