How do I cut out a person from a picture to put it on a different background?

Question:Does anyone know of a place online (free, and not downloading something would be easier) where I can use a tool to cut out a person from a picure, and place it on a different background?

GIMP is a good program to cut things out of pictures, and its free! just search GIMP.

The only program I know that is capable of doing that is Photoshop. You'll have to download that.
