Use the Photobucket edit program, or Photoshop.

It's called a Photo Filter!

adobe.com you can get a free trial version of CS3 photoshop. you can open the file under that program and use the color balance option and change the shade to blue, change hue, do just about anything you can think of. You can look up photoshop tutorials on just about anything.

hey, go get paint.net, great, free program. its what I use to make web page art work/logos and such.

It's actually called a color tint. A free and easy to use photo editor that you can use to create that effect is Picnik ( http://www.picnik.com ). Just load your picture to the website, click on the Create tab, and the Tint tool can be found under the Color section.
