Question:They use this effect in a lot of different places, but Ive seen it most used in the Matrix movies. Its the one where they move around a scene or an object in mid air while it stands still. How do they do that?

its done with camera shots from all angles at the same time at 360° with and without character and superimposing images,

The "bullet time" from the matrix is done with a whole bunch of cameras in a circle that takes the action from every angle...then those shots are put together.
