The effect is a line halftone and is available as an option under Filters.

just use one of those menu on top

select filter
and then all those options that dropped down, choose from one of those art styles...

yes, I think this is possible with photoshop.. I'm not a photoshop expert and I only know some of the basics so I can't help you, but you can search some photoshop tutorials and maybe you'll stumble into something that can help you.

it looks like they put a photo on a board, then converted to black & white and then took a lined texture ora brush over the picture to give it that look

Didn't anyone actually ..ya know...read the artists' comments? It's a stencil... it's a printout of a picture in B&W, with parts of it cut out with a sharp knife and the results tacked onto a piece of cardboard.

Sheesh!

Take a picture. Desaturate it. Play with the levels until you're happy with the dark/light ratio. Print it and take a knife to it.
