How do you add sayings to pictures?

Question:Okay so I have some pictures of me and my friends and I want to edit them and put sayings on them. Like i have one that is of me and my best friend and i want to put a song lyric on it. I'm just not sure how. Do i need special software? Or a program? Any info would be great.:)

you can just do it on paint...which should come with all computers!
