Anyone know where i can find a free download to make my pics cool?

Question:like i saw pics that were black and white, but had color in the eyes and things like that. i know about the photoshops. i'm not into it enough to spend that much. thanks for any info

you can download a program very similar to photoshop for free.
its called gimp. just google it, its easy to find.
