How can i create my own cartoon character? no templates.?

Question:I want to make my own cartoon character, I have an idea, sketches and stuff, but dont know how to take it to digital. I dont want templates where you pick eyes, mouth, heads and stuff. For example "Hello Kitty" it was a drawing...how did they make it a gif, or jpg? Please help! Thanks

Scan. Edit with a program like Photoshop if you want. "Save As" whatever you want.
