7Mp refers to the still picture resolution and on most cheaper 'point and shoot' cameras this is an 'interpolated' number (the camera invents pixels, the only resolution which actually counts is the optical resolution of the sensor)

When you record video the resolution will be a lot less than 7Mp something like 70K per frame (about a thousand times less), so will always be grainier than the still pictures are.

No, since the video feature on the P&S cameras is fixed, there is on change when you set your still image settings for their highest resolution.
