The only thing I can see that would be objectionable would be that your bra is showing. I wouldn't let my under-age daughter post such a picture online. You, however, are 19 and legally an adult. I don't think it's so bad. You're not in a provocative pose or anything. I think it's fine.

Definitely not provocative at all. Your outfit and pose look innocent to me. You are just standing there and not trying to look sexy at all not that you don't! It's a good picture. Just take that as a jealousy remark because someone is either jealous of you or they are weird. People these days can have messed up images of others. Don't let them take you down.

Depends on what you are trying to convey, and what you are going to use it for. If this is for a boyfriend it is fine, if it is for Grandma to hang on the wall, then yes, too provocative.

As a former pro-photographer, often shooting girls, it is abysmal.

If you are applying for admission to a convent, perhaps it is too provocative. Otherwise, it is fine for pretty much anything I can think of - assuming that you have a decent version of it, because this one is horrible.

The real answer would depend on what you are using the picture for.
