Are smoked lens lights illegal?

Question:i dont know what else theyre called.. u kno those black looking lights for cars.. fonr or back .. are they illegal?

not if its daylight but you're supposed to take them off at twilight
edit: might be different from state to state though my friend lives in Oklahoma and got the ticket in Arkansas
