looks like polymer clay

This could be a clay that was coated with a resin (glaze). You can get self hardening clay from an art store and have the same results if you glaze it yourself after it dries. Or, if you have access to a kiln, you could get regular clay to be fired then glazed.

Looks like Sculpey or Fimo clay
