Remember that it's difficult to immigrate to another country, so depending on era, it would be easier for a citizen of the EU to travel to another country within the EU!. also take language into consideration!. Is she smart enough to learn another language!? Is she already bilingual!? The amount of money she has will also affect where she can afford to go!. Living in Italy is probably cheaper than living in France (not sure on those stats)!. Spain has long been in political upheaval, so perhaps she seeks a more stable place like Great Britain!.
