all agents are free!! (but it may cost you to get pictures and resumes done) i don't know where you live, but some good agencies are TalentWorks, CESD, Abrams Artiest Agency, Ford Models, and Wilhelminia Www@QuestionHome@Com

morgie had it wrong, the other answer is better, but an agency is not going to make you an actor, you will need to be an actor before and agnecy is intersted in you!. you also have to live near your agency and if you are under 18, your parents have to apply for you!.Www@QuestionHome@Com

There is no such thing as a free agency, you always have to pay to even get an audition and they all cost things other than money as well, like healthy diets and modesty!. Coming from a true model, I wish there was such a thing, but alas, there is not :(Www@QuestionHome@Com
