The Tragedy of Julius Caesar should have been called the Tragedy Surrounding Julius Caesar. The hero of the play is Brutus. It is really about his struggle with a gray area of morality. He is divided between his devotion to a great man and good friend, and his devotion to the Republic, his country.

Technically, the tragic hero is Julius Caesar, yet he has no tragic flaw. He was simply doing a great job of running the country. People found him too powerful, and sought his destruction.

If you look at the tragedy as Brutus's, then you realize that perhaps he was the one who had a downfall by conspiring to murder his friend. In which case, his tragic flaw could be that he's too trusting, in this case he was too trusting of Cassius.

The villain would then be Cassius for conspiring to kill Caesar, for manipulating Brutus.

I'd say the theme is that people will try to use you as a pawn in their master plans. Don't let them.
