Look, 99% of actors get discovered in LA or NY, it's just a fact.

You can stay in Houston and fight for scraps, or you can move to a bigger biz city and fight for filet mignons.

Sure, there are more lions to fight with over that prize, but the prize is so much bigger, and gets you sooooo much closer to your ultimate goal, right?

Just take the plunge.
All the best actors have.

Put a smile on your face and jump onto the producers couch.

I would travel to a nearby town to see if they're holding auditions first. You never know what might be waiting for you in another nearby town. :)

You might also consider moving to Atlanta if you really really want to move. The Turner South building is in Atlanta, and I know for a fact that people here have gotten TV roles. For instance, one of my friends has an older brother that has starred in a few episodes of Tyler Perry's House of Payne, and they were shot here in Atlanta.

Also, since there's so much competition in LA and New York, there are a lot of theatres and opportunities acting in theatre. You might even try acting in a play in one of those two places. Who knows? There might be someone in the audience who's looking for actors for TV shows.

You might also consider going to a school that has a theatre program and asking the theatre teacher about audition opportunities in your area. Sometimes theatre teachers know about more auditions and stuff in advance, especially if they also do acting/directing stuff in the area.
