Competitive Equity Scale?

Question:I am interested in opening a professional melodrama/dinner theater in my area. I would like to find out what Equity scale is, so I have some guidlelines for paying the cast and crew.
My search has come up empty in regard to pay scale.
I would rather not join Equity as a theater owner/producer. It would limit the cast and crew to only Equity productions and there would be no opportunities in my area for them. How can I find out what is fair to pay the cast and crew?
