Behind the wardrobe is a double all dressed out in the Tin Man costume and make up is in the chair and they just put the real Boq there and he exits (i think theres a trap door)
And the Tin Man double comes out all frantic so you cant notice that his lips arent matching up with the real Boqs words who is just speaking off stage...So yeah that guys not really him. But the one during March of the Witch Hunters thats the actor who plays Boq

The costume is probably made so it he can slip it on easily. He probably just slips it right over his other costume. There also could be someone from the costume crew helping him, but i know what you mean its tricky since he never goes off stage. But since they rehearsed like a thousand times, its probably a really simple task...to him

Elphaba wheels Boq behind the wardrobe and he slips on the metal body, boots and silver gloves, a person helps him quickly do the silver on his face and a prosthetic nose and chin are attatched to his now silver face. He isn't facing the audience when Elphaba rolls him out so the transformation is more convincing, and it makes Nessarose's reaction more realistic.
