this was said my Helena:

He hailed down oaths that he was only mine.
And when this hail some heat from Hermia felt,
So he dissolved, and showers of oaths did melt

She is saying that Demetris told her that he loved only her and told her that a lot(hailed down oaths)

When he got near Hermia his promises of love and devotion to Helena faded away
