I think the British have a better education, but that doesn't mean that all of them are good. Besides many American actors are fantastic. Who can deny Al Patsino's greatness? Or Robert DeNiro's?
As for any new British actors, how new? Michael Caine (not very new, but amazing), Jude Law (great young actor), Julie Walters (I can never forget her performance in Educating Rita), James McAvoy (the new kid from Atonement) and many more I don't remember right now.
Stupid me! I forgot my favorites: Emma Thompson (brilliant, pure talent) and Kate Winslet (champagne & caviar of the theater, that's what they call her)

Marilyn Monroe? Sure she's a legend and a beautiful face but great actress she was not.

Kenneth Brannagh -- Much Ado, Harry Potter #2 or 3

Amerrican actors do not do very good 'British' accents (Kevin Costner), however British actors do very good 'American' accents. So in general British are the best, regardless of Hollywood.

The English have more training in classical theatre. The Americans in natural theatre.

For theather the English whilst for movies I'd say mostly American.
