How simple?
Both boys and girls can make a shirt out of rectangles using bedsheets. Boys can use any thin pants (yoga or sweats) that have a draw string, and either stuff them in boots or cut them off below the knee and gather them in to the leg. Find a tree skirt or cut a half of a circle out of fabric and then cut a small half circle out of the top, and strings and you have a cape.
Girls can find old round table cloths cut a hole in the middle and have a skirt. They can also use a sheet and gather one end to fit the waist and cut the other end above the feet, then sew up the side. A bodice is a bit more difficult if they are wanting a fitted one. A corset style is the easiest as it doesn't have many seams, but it requires some boning (use thick zip ties from home depot, straw from a long broom (my favorite), or even the metal ribs out of hanging files). Cover hair with a kerchief and add a straw hat.
