A play that involves singing but is not a musical, sounds like you need something classical try Shakespeare or one the ancient greeks of course then you get to make up the melodies yourself... Is the problem that you lack orchestration? Because involving singing but not being a musical is a weird perameter and the high number of cast members cuts out a lot of your options. The only play i can think of is "Song of Survival" which is an awesome play and features an a capella female vocal orchestra, but males will be mostly extras, and will not get to sing at all. Well isnt a musical singing 16+16=32...so you need one that needs 32 parts? wouldnt it be 32 parts then? isnt 16 + 16 ..32.... romeo and juliet, just make some parts sing lol itthink it would be A GREAT IDEA Why don't you write your own play. Most people that can act in plays can write them!! Charlie and the chocolate factory. cast the main characters first, then everyone else as oompa loompas and to sing just take the melody of an actual song and put the Oompa loompa chants to them The best place to go would be samuelfrench.com all you have to do is say how many parts you need...and voila!
