With the exception of the tropical fish tank and the vase of roses, all of the items you have described could fit in the cat carrying case.

With this in mind, the first thing that comes to me is an aging homeless person who's life has revolved around his cat and a tank full of tropical fish that he maintained under a bridge. This was their home.

Times become really tough and the person can't find anything to feed himself, the cat or the fish. With great sadness, he feeds the fish to the cat, and the cat dies from something it caught by eating the fish; leaving the person completely alone.

The play revolves around the homeless person packing his meager belongings, such as the feather (whose significance is unexplained) into the cat carrying case, and burying his dead cat in the fish tank. The person leaves his vase of roses in front of the burial site, and leaves a sticky note on the vase with a testimony to the cat and fish to all those who might pass under the bridge.

The play could easily bring in the idea that the homeless person is also likely to die soon, for lack of nourishment. The nourishment could be emotional versus physical nourishment. Another factor you could work with is that the homeless person is likely to be forgotten, and end up as a "John Doe" in a county sponsored grave site; which is less remembrance than he is giving to his cat and fish.

I Have A Great Idea =]

relate the props to something els and use it as a stimuli instead maybe think of after life or make believe

Romance and/or adventure are good. Also, if you have strong opinions about anything, you might want to write something that will reflect your ideas. The feather could be something that dropped from yourbird cage when you were going to feed the bird and it flew away. Or when you look at the feather, you may think about another time and place when people used feather pens to write letters. You may elaborate on a passionate letter that an ancestor received or wrote.
The feather could represent the weight of the world being lifted and floating away.
You will get "unblocked" - just have fun with it!

AAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAHH...
thank you for points
