It depends on your area to be honest. I would recommend working with what you have locally. This world is tough and it requires a lot of experience. You have the right idea starting when you are young. Find some community theater or city beauty pagents to start with. See if you like it and if you can take the pressure. After that start looking for more professional options in your area.
For acting there is a national touring group called Missoula Children's Theater. If you can find a good theater that gets an older crowd to audition then that's what you should shoot for with them. That will give you something of an idea about the fast pace of acting because they audition and have two performances within a week.
As for pagents, again, look in your area. Start local and grow large. :-)
