Look at what's available at your school to begin with.

well im 14 and I've been part of a community theater company in Annapolis for about 6 years...just look around your community, im sure there is something

First see what your school offers, and if nothing see if you can get teacher to start small acting group. See if there is any community playhouse around, which your parents will let you get involved with. Start by doing any legal small job with group and ask for on stage experience where ever possible, but expect to be collecting tickets setting up chairs and cleaning most of the time.

try a school play...noone needs another child star

There are tons of acting stuff in Maryland. If a kid like you wants to be an actor, the only way they can succeed is to get their parents actively promoting them by finding them experience, training and eventually an an agent. You don't have the maturity and life experience to figure things out, they do. They also have to sign all contracts for you until you are 18, so it is either get the folks involved heavily or be patient until you are 18 and on your own.
