Well, you reside in the right place to do it!

You can start out by getting some headshots done, and try getting an agent, it's alot easier for kids to get agents without experience than adults.
If they request experience, go online and around film schools and search for non-union work, such as short films, Indies, and student films.
A few tips to help you get started:

Never pay an agent to get you jobs.
Never pay an agent for headshots.
Never subscribe to any online "agency" promising auditions, they are ALWAYS illegitimate.
When you do get accepted for an audition, dress like the part. (if you're auditioning for a little sister, don't wear ANY makeup, or high heels ect.)
Always do the research on any agency you are thinking of applying to.

start acting at places like church....other places...coffee shops
school they should have theater
get some stuff on youtube

Audition for any parts you can in your acting school. Don't hang all your hopes on becoming an actor, it is a notoriously difficult life. You may never make it big but you can continue acting throughout your life. If you really want to be an actor you will be happy to act without it being your career. You are only 14 and so things will change for you over the years

This may sound mean but stop watching tv and do something productive in your life that can benefit society like entering the medical field or something of that matter. I swear all you girls are trying to be like Paris Hilton and all those horrible girls with absolutely no IQ.

well since you live close to sf...try to audition to S.O.T.A high its an awesome school for a young actress. just google sota ok..also go over a few prep monologues to help you with memory :)

Well, I can see that you love it. That's a wonderful first step. But, will you still love it after slaving hour after hour on character definition, journals, scene analyzation, script readings, etc?

Acting is not glamorous. If you love acting, and not the fame (I hope you know the average salary for an actor is well below one million) then you should find a class. You could work one-on-one with a teacher, or you could work in a class full of people. If you truly love it, then you should branch out by studying voice, Shakespeare, movement, Improvisation, etc.

Despite what the stereotype will tell you, drama queens make terrible actors. Hard and dilligent workers become geniuses.

Omg I know what you mean - I WANT TO ACT SOO BAD!
Look up casting calls on google, check your phonebook for casting agencies and try to set up appointements, get involved in school/extracurricular plays... There's soo much to do!

And to the person who said the stuff about being like Paris...
When we say we want to act (not to be famous, or to be like someone) we mean it! Don't crush our dreams and don't assume we actually like every famous person! Jeez.

Hope to see you on the big screen! :)
