"Romeo and Juliet" is a Medieval tragedy about the bad effects of hasty decision making.

He cries, "a plague ought to light on both Montagues and Capulets" because he's just been killed when Romeo tried to prevent the duel he interrupted that he was fighting.

So this speech reflects the theme of the play in three ways.

1. He and the others were told not to fight on pain of banishment--so his temper and his opponent's weere bringing that banishment on both houses.

2. He knows his death and his opponent's banishment will hurt both families equally.

3. He is cursing both of them for their quarrel having gotten him killed--and prophesying trouble to both houses after what's just happened, his death in their quarrels and no foreseeable end to the dying.
