Enunciation and breath control. You over-pronounce the words so that they are clear and you support your breath from the diaphragm which makes your voice a little louder without feeling like you're shouting.

Practice.

Diction is what you are talking about and it comes from working to make each word crystal clear.

There's no one secret to an actor's strong, clear, expressive voice, any more than there's one secret to an athlete's physical fitness. Someone training to be an actor will typically take a lot of voice classes and practice a lot of speaking and breathing exercises to develop maximum vocal power.

Its called articulation. Speaking clearly and enunciating every syllable.
