both. improve your skills with classes and audition to get experience (or at least practise).
I bet your family says college right?
When you have a passion for something, youmust follow it but that doesnt mean you cant get an education!

You should take some type of acting/theater/drama classes, not necessarily in college, but some kind of class. For your other questions, my friend just got really lucky and some guy at a store knew an agent, and he got into modeling for pictures, and acting. He's tried out for a couple movies, been on television shows, and done a lot of modeling. So you should take some kind of class, and make a lot of contacts to try to find an agent.

OK Listen to these actors who did not go to college. Will Smith, Mel Gibson, Robin Williams, Will Ferrell, Harrison Ford.

Now Listen to these actors who went to college. Travis McKelson, Cory Peters, Jack Corns.

Notice any difference

Go to school. Nobody whats a dumb actor.

You can begin auditioning for community theatre and student, short and indie films now. It's not an either/or situation.

As to whether you should not go to college...

You're just starting out, right? Have you had any experience whatsoever that would give you an indication that you could actually be a successful working actor? That you could be one of the 5% of SAG members who actually makes more than $8,000 per year?
If not, go to college. You can study theatre there of whatever else you like and continue to get training and experience and to help build your resume while also getting an education that will not only help you as an actor by adding to your knowledge base but also give you a better chance at having a viable career. You know, just in case acting doesn't work out...

** By the way, Robin WIlliams went to Julliard.

You have to make that choice. There is not one exclusive, fail-safe path to a career in acting.

Having said that, I lean toward the "training" path.

With so many people out there wanting to be in the business, training gives you an edge.

College helps you to develop as a person socially and intellectually.

A good education can feed you as a person and artist.

Go to school!!! Not only will it train and teach you how to grow and expand as an actor, but it will prepare you for what to expect in the professional world. Aside from helping with discipline and personal growth, it also really does matter to a lot of agents and casting directors.
Yes, there is the off chance that someone goes out and "makes it" without an education, but more often than not that is the exception.
