For a good on-camera agent (film/television/commercials) You're going to need some on-camera experience.

I know, how are you supposed to get on-camera experience without an agent?

This is why some people go to film school.

And this is where you are going to need to go...
Students and directors, cinematographers, gaffers ect. all go to film school, and while they're there they make movies.
Shorts, commercials, independants ect.

They are always looking for actors, especially young actors since they can get adult actors from the acting programs.

On Craigslist and many other acting websites, depending on where you live students post acting jobs, and auditions.
Some of the time they have no time running auditions, and may just ask you for a headshot and some things you've done.

So if you could get headshots done, it would definately be a start. Don't go for 400 dollar headshots, try and do what acting and film students do, and visit a photography class, as they are always looking for models.
(you may have to pay for prints, they are usually about 25 dollars for 4 8x10's)
Professional headshots are highly recommended though.

So student films rarely if ever pay you, but they usually feed you, and if lucky they will give you a DVD of your work.
Give this DVD to someone with an editing program and ask them to make you a demo reel, (after you've gotten a few jobs)
Kids do it on youtube all of the time, so you should be able to find someone you know that does it all the time for fun, as a hobby.
A demo reel is a compilation of some of the work that you've done. Try and keep it around the 3-7 minute length, and have your name ect. superimposed at the beginning.
Submitting this to an agent is how you will get an agent.

If you private message me and give me the city you live in, I know of tons of hidden film school websites, and audition websites that I could give you that supply auditions that you may be interested in,

If you're really serious about the industry, give me a shout, and I'll try to help you out as best I can.

Some experience is good. It gives you something to put on a resume. If you are young I.e. teens - age 25), you should be able to find an agent fairly easily. This will depend on where you live. The type of work you want to do should dictate the classes you take. If you want to be hired for plays, take theatre. If you want to work in TV, be sure to take a commercial workshop. It's totally different than theatre work. Never pay to have an agent represent you, either. Oh -- and you should have a headshot. Some agencies have a website or outgoing voicemail message (after hours) that tell you how to submit to them.
