I would compare Julius Caeser to ... anyone. To make a 'good' comparison, you have to have some sort of parameter to measure the two compared individuals upon.

Examples:
As a general - Julius Caeser exhibited phenomenal leadership in winning the hearts and admiration of his men, but in comparison to 'Megas Alexandros', or Alexander the Great, he was but a student of the 'science'.
