My Mother bought me the complete SG-1 series collection from Best Buy for my Birthday. I love that show. To answer your question, they never hooked up, but their alternate reality counterparts did. However, in our reality their was an episode where the two of them were together and Jack was about to die because he sacrificed himself to save Samantha. They were trapped on either side of a Goauld Forcefield (I think) and she was just about to admit her true feelings but Jack interupted her, and he was all like, "I know, I know."

The episode that bothered me was the one where Telc was slobbering all over Carter's mouth.,

as i recall they shared a variety of moments

A lot of their alternate reality versions did (But There For The Grace Of God, Season One, Point Of View, Season Three, Moebius, Season Eight, etc.) but they never did. However, it has been hinted at that they have feelings for each other (Divide And Conquer, Season Four, Lost City, Season Seven, etc.) and it was also hinted at that they were dating after O'Neill left the SGC in Season Nine (Ex Deus Machina, Season Nine).

Also in the episode Lost City (Season Seven) the producers where going to have them kiss after O'Neill resigns but they found out that the show had been renewed for another season and cut the kiss out.
