I'm pretty sure it's because juliets father doens't want him too (doens't believe its romeo), doens't want to do it in front of so many people.....

I think because they are supposed to be at a social ball and upper-class people are all around them so they don't want to seem uncivil and what-not.

Because it would be rude to do that even to an uninvited guest.
