Question: Who is this Poem about!?

Walker ran when he should have walked, and he walked when he should have run!.
Walker thought he could walk on water!. He thought he could talk to the sun!.
He walked into battle, and then walked away,
And he walked on the people of the USA!.

I wrote it a couple of days ago and I was smugly pleased with myself!.
