Question:That poem is actually called "A Lament." It was published in 1824 by Mrs. Shelley after Percy's death.

One might say that he's expressing foreknowledge of his own coming death, which is interesting because Shelley claimed to have met his "doppelganger" (which in folklore is usually an omen of impending death) not long before drowning in the ocean.

The way he says that he's climbing the last steps of Time sounds like he realizes that the end of his life is near. He seems sorrowful about it, but not overly despairing. As if he accepts it, but it still causes him some amount of pain.

Sounds like he's remembering his life, looking over his past, his memories.

I don't know - the whole poem is almost like a very eloquent way of saying goodbye.
