in my opinion, the person is crying so intensely that his/her tears are no longer drops of water, but drops of fire burning his/her eyes and cheeks. Have you ever cried so hard that it burns? ... hope i could help =D

i can't really tell without knowing more about the context of the poem but i think means that the tears would turn to anger and/ or rage,
i mean if their tears os sadness they will turn to anger ect

'FIRE' IS TRADITIONALLY SEEN AS A DESTRUCTIVE ELEMENT AND 'BURN' STRESSES THE INTENT.

I see it as that kind of crying where you don't want to cry, yet you do. It's the worst kind of pain you could feel. I imagine a person with their cheeks pulled upward, their face kinda frozen and red, and tears are over their cheeks. If you have cried like this, you can literally feel the tears rolling down your cheeks and dripping off your chin.

Dang, I'm about to cry now...
