(First off, just for reference, I looked up the poem and it's by Zulfikar Ghose)

"Figurative" can refer to figurative language such as simile and metaphor. Here I think the poem as a whole functions as a metaphor. The poet is using the expericne of seeing the ground from high up in a plane to talk about something else; I'd say it's how people focus too much on their petty divisions and not enough on what connects them. Since you have half an hour to fill up, you can go through the poem and explain how each literal image supports the main metaphor of the poem. For instance, a river flows from one country into another. How does that unite different peoples and why do they start fights about the water?

figurative phrases must be interpreted by the reader. So I can't help you there. A figurative phrase is a line that seems to be exagurating, or using something random or different to help the writer express what they are trying to say. So now just find those types of sentences. now look at them and ask yourself, what meaning do they reveal that helps you as the reader find the true meaning of the poem. Now you already know the true meaning, so this part should be easy.I Know this is confusing, but i tried my best to answer this. you don't have to give me a 10
