I memorized all the words when I bought the album. I never heard it was a parody of Dylan. But there is no meaning other than that it is a witty parody of American country music, and the British love our country music.
The Beatles sang two American country songs on one early album, one song on another album, and Chet Atkins put out a whole book of his versions of Beatle's music called "Chet Atkins Picks on the Beatles."

I used to break out in this song while standing in the middle of friends. It was fun to watch them freak out and laugh. It was better than saying "How much wood would a wood chuck chuck if a wood chuck could chuck wood?" as fast you can backwards.
Or telling people when they are not expecting it that the event horizon of a black hole is the speed of light. Two guys who were making pizza dough just stared at me, then asked me if I'd been smoking!!!

"Somewhere in the Black Mining Hills of Dakota
there lived a young boy named Rocky Racooooooooooona!
And one day his woman ran off with another guy.
Hit young Rocky in the eye-eye.
Rocky didn't like that...."

I think it's like a song about a saloon and how he loves a girl and wanted a showdown.I always loved the Beatles and always have loved Rocky Raccoon. We have Raccoons in our yard at night' and i always call them Rocky lol

I always thought it felt a little like one of Robert Service's stories - in particular the Shooting of Dan McGrew.
