Tommy's "paradigm" is a world view of the scientific community at a particular moment in history!. A paradigm is defined by the generally accepted set of facts, constructs, and theories which may be overturned by a "revolution" prompted by new observations, instruments, philosophical understandings of knowledge (epistemology) and the ways in which science is practiced!.

His point was that major changes in the world view of the scientific community is resisted by the community until the old way collapses under the weight of the new by way of new facts and better theories that explain not only the old facts but the newly observed facts that lead to the validation of previously unexpected predictions!. An example of such an event would be the demise of Newtonian physics under the weight of the new constructs of quantum physics!.
