It would be very difficult if not impossible!.
If a computer doesn't have to be conscious in order to be considered intelligent then you could recognise artificial intelligence through the computer's ability to develop creative solutions to problems!.

If a computer would have to be conscious then it would be next to impossible!. You could examine the mechanisms by which the computer "thinks" as it has a third person ontology but the only being which could tell whether the computer was conscious would be the computer itself as the experience of consciousness has a very definite first person ontology!.

How can you tell that another person is definitely conscious!?
Can you experience consciousness from another person's perspective or do you have to infer from the fact that the two of you are similar enough in your appearances and behaviours that the other person must be conscious!?Www@QuestionHome@Com

Intelligence is a capacity for learning, reasoning, understanding, typically this manifests as an aptitude in grasping truths, relationships, facts, meanings, etc!.

So, it be a machine that could do all that!.

Most machines have a preset list of instructions and can not preform tasks outside of their original programming!. True A!.I!. would have the capacity to add to this programming and extend it's abilities beyond the scope of its original programming!.Www@QuestionHome@Com
