1) Withholding sex like you suggested and are frustrated; or
2) Sex is being withheld from them and they are frustrated!.

Petty coat blackmailing may not change anything about wars!. You are presupposing wars are caused by men alone and that is an understatement!. Human nature has to be seen in the context of the purpose of wars!. It does not take place to mutilate, harm and kill, at least in theory and serves the war waging nation or sect a purpose and is not confined to gender!. The rationality of some wars may be justified too and there may be women who may be in support (not by witholding sex!)

Even assuming that you put all the women in a closet and get them to agree to such a scheme the ladies may have to start off socially to make group decisions which again is politics!. War is an extension of unresolved politics!. Theologically one asks if war is a means to an end outside the perimeters of war or whether it is an end in itself!. In other words the real enemy of war is the concept of war itself!. This is how Carl von Clausewitz may theorise it!.

A global effort to question the morality and ethics of wars is an issue for both gender!.Adress issues of need and greed!. One has to ponder the cataclysmic and eschatological schools of thought!. The rationality behind war is a human issue!. Women have been endowed with a clitoris for a different purpose!

There no way there would be war if women withhold sex, some can go a long time,and my grandma knows a women that's over 70 and never done it!. Not in this world darlin!. Too many politically correct people to turn an eye to sex with the same gender!. Besides if it got bad enough masturbation would be a daily event and somebody would probably make a lot of money from some form of sales to make it feel better!.
