I is actually hard to find any social problem that does not depend strongly on the context, be that of the question raised or of the problem itself!.
Though philosophy strives for universal answers to universal questions, it is also true that many questions characterize or even belong to particular historical moments and that the answers given to them suit the historical context in which they are elaborated!.
Such is true as well when considering the particular culture in which both questions and answers appear!. Not all cultures are interested in the same questions or might value them differently!. European cultures and those developed from Europe pose different questions to those posed in Asia and give different answers to them!. But then again, within European and Asian cultures you can find quite different answers to the same questions!.
So in order to understand a problem in its full extent, you must consider both historical and cultural facts and issues that are involved in making it relevant and trying to solve it!.
