Best Answer - Chosen by Asker: During the 19th century most houses had an outhouse out back and Sears Roebuck & Company was sending out catalogs to every address they could get!. Even if they didn't have your address you could get a free catalog at almost any General Store!. It was common to use that catalog's pages for toilet paper, especially after Sears sent out the new catolog, so the old one was always laying there in the little house on the bench!. Everyone likes to leaf thru catalogs while they're sitting around waiting!.
